FCA Khorgos Vehicle Export Guide for Overseas Buyers

1. Write the FCA term precisely

The delivery point controls risk transfer and the division of costs.

A clearer formulation is: ‘FCA [precise named road-port yard or railway terminal], Horgos (Khorgos), Xinjiang, China, Incoterms® 2020.’

ICC guidance says that when the FCA delivery place is not the seller's premises, delivery occurs when the goods arrive on the seller's means of transport, are ready for unloading and are at the disposal of the carrier or other person nominated by the buyer.

2. Do not use ‘Khorgos’ as one undivided location

Official local information distinguishes the Horgos road port, Horgos railway port and the China–Kazakhstan Horgos International Border Cooperation Center.

These facilities serve different movements and are subject to controlled-area procedures. A quotation should therefore name the actual operational location rather than only the border city.

The buyer should confirm whether the planned movement is road, rail or multimodal and whether any transfer between facilities is included.

3. Divide the responsibilities at the named point

FCA separates China-side export delivery from the buyer's onward transport.

Risk transfers at the agreed FCA delivery point even if the vehicle's commercial destination is much farther west. The contract should state who arranges cargo insurance after that transfer.

4. Define what the FCA price includes

An FCA Khorgos price is not comparable until the named point and included China-side services are clear.

Under FCA, the seller clears the goods for export. However, the contract still needs to identify which commercial fees are included in the quoted amount and which services are performed by third parties.

5. Agree the handover evidence

The buyer needs evidence showing which vehicle was delivered, where, when and to whom.

China Customs identifies the contract, invoice, packing list, manifest, bill of lading or waybill, customs power of attorney and applicable licences among documents associated with declarations. The exact documents released to the buyer should be agreed before payment.

• Signed or electronic receipt

6. Confirm the onward route before the vehicles leave origin

The buyer's carrier should approve the unit, documents and receiving plan before the seller begins the final China-side movement.

Port schedules, border controls, carrier capacity and customs procedures can change. They should be checked for each shipment rather than presented as a guaranteed transit time.
